i just went the KTO website. Oh man... i am not so sure. I think you should call the call centre at +82 33 1330 to check with them. It is a very useful helpline for tourists.
Perhaps you can ask them if taxis can bring you all the way up and also what you should tell the taxi driver. You can even request for them to email you the exact words to say in Korean so that you can write it down on a piece of paper to show the driver. (sorry, my korean is really bad too. all i did was to show the driver the name of my destination on a piece of paper and he took me there)
I also think that if the driver is willing to bring you all the way up to the observatory, he might charge you much more than 12000 won (the price i was charged).
I am sorry i can't help you out , but your best bet would be to call the help centre or to email KTO.
Alternatively, you can ask your friendly hotel receptionist / guesthouse host to help you out when you arrive in Korea!! If you are afraid that things might not work out at the last minute, you can also use Plan B and visit another place. :)
Not sure if you are aware of this other ranch that is also located in Pyeongchang: http://english.visitkorea.or.kr/enu/SI/SI_EN_3_1_1_1.jsp?cid=264615
it is smaller in size and the main activity is to go around feeding animals.
Yun Yun, a fellow blogger wrote all about her experience over here: http://happydalki.blogspot.sg/search?q=samyang+sheep+ranch&updated-max=2012-12-19T19:09:00%2B08:00&max-results=20&start=1&by-date=false
This ranch may be more accessible.
I am sorry i cannot help you much, but i hope that whether or not you end up visiting Samyang Ranch, it will still be a pleasant trip filled with beautiful memories. (:

i thought of just visiting the smaller ranch too ..but i was totally captivated by the turbines and hope to take some pretty pictures...but i really wasn't confident of climbing up and down...was hoping i can cover both ranches in a day with really proper planning..:)
